Abe to stress importance of education reform in Diet policy speech

TOKYO, Jan. 20 Kyodo

Prime Minister Shinzo Abe will emphasize the importance of education reform and the need to revamp the scandal-hit Social Insurance Agency in his policy speech at the regular Diet session next week, government sources said Saturday.

In his speech next Friday, Abe will also present his plan to expand the ''fruits'' of economic recovery and reforms to household budgets and touch on the compilation of employment rules including that for improving the treatment of nonregular employees, the sources said.


He will reiterate that the reform of education is the top priority issue for his Cabinet and that it will work on improving the quality of education as well as reforming boards of education following criticism that they have not dealt properly with bullying at schools.

The Japanese leader will indicate his intention to submit bills related to reforming the Social Insurance Agency, including restructuring the body and streamlining its functions, during the 150-day Diet session which convenes next Thursday.

Abe will convey his aim for ''nation-building toward a beautiful country'' and emphasize that he will exert his leadership as president of the ruling Liberal Democratic Party toward revising the Constitution, the sources said.

On the diplomatic front, he will indicate that Japan will continue its approach of ''dialogue and pressure'' toward North Korea over its abductions of Japanese nationals and express his resolve to settle the issue.

The prime minister will pledge to reinforce his country's alliance with the United States and to continue diplomatic efforts to gain Japan a permanent seat on the U.N. Security Council, according to the sources.

He is also expected to reiterate his intention to set up a new decision-making body on national security modeled on the U.S. White House National Security Council, they said.

On domestic affairs, Abe will say the government will boost economic growth in line with a midterm policy endorsed Thursday by a key government economic panel while carrying out expenditure cuts, and reform the civil service system to introduce a new restriction on ''golden parachutes'' for retired bureaucrats.

He will talk about plans to draw up a concrete strategy to tackle Japan's declining birthrate and emphasize the importance of a work-life balance.

But the sources said he will not mention the proposed system to exempt white-collar workers from work-hour limits -- an idea opposed by labor unions which claim the scheme would aggravate the already long work hours in Japan.
